Calculate carbon equivalent (API 5L Section 9.2). Carbon equivalent is calculated from the mass fraction of carbon, combined with the mass fraction of silicon, manganese, copper, nickel, chrome, molybdenum, vanadium and boron. If the carbon mass fraction is greater than 0.12%, the silicon and boron components are ignored.
